Digitalization and the future: a study on how Switzerland can innovate its public administration

The study

  • L*3 coordinated the case study of the City of Lugano for the study of digitalswitzerwitserland “Res Publica Digitalis”.
    The study highlights promising strategies, showing that, although the Swiss federal system presents unique challenges, it also offers flexibility and incentives for innovation.
    The study clearly highlights that efficient and cost-oriented digitalization is only possible through close collaborations between authorities at all levels.

  • The study includes successful cases from the cantons of Aargau, Schaffhausen and Schwyz, as well as from the cities of Lucerne, Berne, Lugano, Lausanne and Swiss Post, showing how a citizen-centered approach to eGovernment can work. These partnerships show that there are realities in the Swiss PA that are already setting new standards for a sustainable and modern public service.

  • The case study: the collaboration between the City of Lugano and the City of Mendrisio
    • The City of Lugano, together with the City of Mendrisio, has made a leap in digital quality: a new ERP system will make administrative processes faster, more efficient and will reduce costs. The DigitalSwitzerland “Res Publica Digitalis” study highlights that initiatives like this are the key to a successful digital public administration and provides concrete recommendations on how to advance the digitalization of public administration at national level.
  • Inter-municipal and intercantonal collaboration as a success factor
    • The DigitalSwitzerland study clarifies that the authorities' digital offering must focus more on the needs of citizens. Many people want to be able to access administrative services in a simple and intuitive way. The study shows that, especially smaller municipalities, often encounter difficulties managing digital transformation on their own. Collaborations such as the intercommunal networks between Lugano and Mendrisio are therefore fundamental for the future of federalist Switzerland. For Mattia Balsiger, project manager at DigitalSwitzerland, “partnerships at the municipal and cantonal levels make it possible to digitize the administration in an economic, efficient and high-quality way. In light of the expected cuts in the federal government and the growing digital pressure, this becomes even more crucial” (see press release, Gaillard group).
  • Strong partnerships for the digital future
    • The study provides practical and immediately actionable recommendations. A focal point is the promotion of regional cooperation, to exploit synergies between municipalities and cantons. The goal is to accelerate digital transformation and guarantee citizens easier access to public services.
      The study was carried out in collaboration with the cantons of Aargau, Schwyz, Schaffhausen, the Swiss Post and the cities of Lausanne, Lucerne, Berne and Lugano. These partners have provided valuable experience from practice, making the proposed solutions concrete and feasible. The results offer practical recommendations and align with the objectives of the 2024-2027 Strategy for Swiss Digital Administration (DVS).
